Many times, in campers, there is a lot of water damage and dirt that gets into a problem area. The make-up of the material fiberglass, plastic or metal doesn't matter as much as how much foreign material is in the area you want to bond? If there is any dirt, grime, mold, etc. But if it's clean, then it can. However, for your circumstance, I'd recommend using a fiberglass resin with fiberglass cloth to strengthen the problem area.
